LUXEMBOURG. 8% Note DFLS 10.000, specimen. red, black. The ECSC was the beginning of today's European Union. The Community formally came into being in 1952. The aim was to integrate the coal and steel industries of the 6 countries (France, West Germany, Italy, Belgium, the Netherlands, Luxembourg), and create a free market between these countries. The Coal & Steel Community was fully operating by 1967. Its functions were later taken over by the European Community. This bond is expressed in Dutch Guilders, part of a 60 million NLG loan.
