LOUISIANA. NEW-ORLEANS. Cert. d'Actions. black, buff. Company of New Orleans Architects. Surprising that the text is in French. Nouvelle-Orléans (today New Orleans) was sold by Napoleon to the United States in 1803. Apparently, there was still a lot of French around 30 years later. Handwriting on the face, and endorsements show through to the face. Perhaps the earliest known scripophily from this part of the USA.
