Following the October Revolution, Lenin nationalised all banks and replaced them by one single state bank: the People's Bank of the Russian Soviet Federative Socialist Republic. It soon turned out that this was not a success. Hence, a number of state-owned banks were created, both nationwide as regional/in one city. The Communal Bank of Leningrad is one such a bank. Extremely rare.
